HPO stands for High Performance Organizations and is a leading and proven organizational development practice for local governments to become more effective, efficient and productive. The principles of HPO are:
- Leadership can be exercised by every individual at every level of the organization
- The “right” systems, processes and structures can contribute to performance, rather than impede it
- Engagement of all can lead to higher performance of the individual, the work team and the organization
- All organizations must make time to do the work of leadership
WHAT'S THE BIG IDEA?
The Executive Leadership Team (ELT) met in August for a team retreat to update the Playbook, a collective document that hosts our shared goals to transform the organization toward high-performance. Over the past six months, project teams accomplished objectives including increasing access to tools and training and collecting valuable feedback from employees. A new Leadership Philosophy was adopted and the Meeting Rules of Engagement were developed to support collaboration and innovation during high performance meetings.
In order to build on this success and momentum, the ELT worked together to identify what is most important now for the organization. Now the goal is to begin to transform the City's fundamental framework using high-performance principles and employee input. ELT has since launched another series of projects based on six objectives to be completed by September 2020.
Necessary work to reflect the leadership philosophy and create the framework for high performance work culture.
- Update the City’s Personnel Rules & Regulations.
- Update Administrative Policies & Procedures.
- Create a new standard Job Description template.
This work needs to be achieved in response to employee feedback and to increase engagement.
- Establish City-wide standards for flexibility in our work place.
- Research and evaluate alternatives for competitive benefits.
- Implement an employee engagement team and continue to develop tools and training.
